Filling in an application is not booking a treatment and it is not agreeing to anything. Plenty of people apply to find out where they stand and then take their time deciding, which is a perfectly sensible way to use it.
Equally, being approved does not mean you should go ahead. Whether a treatment is appropriate for you is a separate question, settled at a consultation with a provider, and it is not affected by how you intend to pay for it.
